Proposals must be submitted electronically via the NICTD Plan Room submission link located on the Project Information page. Submissions must be uploaded in PDF format, with files clearly named 'Technical Proposal - [Firm Name]' and 'Price Proposal - [Firm Name]'. To ensure strict compliance with Brooks Act (Qualifications-Based Selection) federal regulations, the Price Proposal PDF must be strictly password-protected by the Proposer. Proposers must not provide the password with their submission; the NICTD Director of Procurement will formally request the password in writing only after technical rankings are finalized. Failure to properly password-protect the Price Proposal file, or the inclusion of any pricing data within the Technical Proposal, shall result in immediate disqualification of the entire submission. All proposals must be executed using the mandatory forms contained within the procurement package. Please note that the entire proposal submission MUST be uploaded at the same time. Should item(s) need to be revised or additional item(s) need to be added after original submission, the entire proposal must be uploaded again as a complete package to include these revised or added item(s). Any new submissions will erase and replace previous uploads. Previous uploads become inaccessible with a new proposal submission and will not be considered in the review or award process. Technical support may not be available on the due date or immediately prior to the deadline. Internet access, browsers, and operating systems are not supported by NICTD or its staff. Proposers are strongly encouraged to prepare and submit proposals several days in advance.
