Description
Proposals shall be submitted electronically using the NICTD Plan Room submission link, located at the top left of the Project Information page. Proposals shall be submitted in PDF format and on forms contained in each proposal package.
Please note that the entire proposal submission MUST be uploaded at the same time. Should item(s) need to be revised or additional item(s) need to be added after original submission, the entire proposal must be uploaded again as a complete package to include these revised or added item(s). Any new submissions will erase and replace previous uploads. Previous uploads become inaccessible with a new proposal submission and will not be considered in the review or award process.
Technical support may not be available on the due date or immediately prior to the deadline. Internet access, browsers, and operating systems are not supported by NICTD or its staff. Proposers are strongly encouraged to prepare and submit proposals several days in advance.
Job Purchase Information:
Proposals will be received not later than 2:30 P.M., CT, Wednesday, October 14, 2026. The “Submit Bid” link will be disabled after the above stated time and date, so be sure to allow enough time to upload the entire proposal prior to this time. NICTD is not responsible for proposals that failed to upload prior to the submission deadline. Proposals must set forth full, accurate and complete information as required by the proposal package. Failure to do so may result in rejection of a proposal. No proposals can be withdrawn for a period of ninety (90) days after the proposals are opened. The proposal opening is not open to the public.
